That was the case about a decade ago. But now Silicon Valley has been experiencing an exodus of top companies b/c their workers, highly paid as they may be, still cannot afford the rents or property ownership. Lack of access to talent is driving the people out, and the corporations with them.

And I don't like the conspiracy type argument or portraying someone as a minion of some cabal or group. Simple self interest explains plenty just fine. Many of the city council member and their families have ties to real estate interest. They will never approve of proper zoning laws that would lower their own net worth. There was a case a few years ago when the one honest council member resigned in protest over the zoning laws. He basically said something to the effect of these guys got lucky buying a lot of land when it was cheap and now are milking it for whatever they can regardless of the effect on the people...and the people (mostly young techies) are too ignorant or apathetic about it to vote them out.
