He's not allowed to buy individual stocks for that reason. Of course he might recommend it for his paying crowd before saying so on TV hoping to give enough of them a pop that they will compliment him on TV or to friends before it tanks and they are left holding the bag. Most of the CNBC guests are there as informercials for their services.
