Prior to the Trump Administration there were 'Navigators' that helped people sign up. While Trump was in power they tried their best to cut advertising and help for ACA signup. From what I can see there should still be local people that can help, info is below. When the ACA first came out I educated myself and signed up online, the process isn't too bad. You do need to be aware of the 'metal' levels and deductibles can vary greatly depending on what you want to pay for a policy. For lower income folks the Silver plans were the best deal as they had additional help with deductibles (often zero). Also, 'Covered California' has additional info on their website. I used the Federal ACA website, there you could plug in your income and address info, and bring up all the plans at each metal level that were available in your area. Often the cheapest plan is NOT the best, you need to look at deductibles and coverage levels. We used to buy a 'Gold' level plan with a $500 deductible before transitioning to Medicare.

If you qualify for a Special Enrollment Period due to a life event like losing other coverage, getting married, moving, or having a baby. If eligible, you may qualify for help paying for coverage, even if you weren’t eligible in the past. Learn more about lower costs.

You can get help filling out your application 3 ways: by phone, with an in-person assister, or with an agent/broker.

By phone Marketplace Call Center. Call to ask a question, start or finish an application, compare plans, or enroll. Available every day, except certain holidays.

In-person help in your community Find local help. Search by your city and state or ZIP code to see a list of local people and organizations who can help you apply, pick a plan, and enroll. Some offer help in languages other than English, other specialized services, or in-person help.

Health insurance agents & brokers Agents and brokers can help you enroll through the Marketplace or handle the whole process. Search for health insurance agents/brokers near you using our Find Local Help tool. Note: Using Find Local Help, you can also provide contact information and have an agent or broker contact you directly.

FYI: Savings available only with Marketplace coverage

No matter who helps you, you can get premium tax credits and other savings ONLY if you enroll in a Marketplace plan. If you qualify for savings, make sure your agent or broker knows to enroll you in a Marketplace plan.
