To follow up, and this is about a year old but the most recent data that I could find, Japan owns ~$1.27T of the US debt, China ~$1.06T, EU ~$1.2T. Somewhere there was a claim that foreigners own ~$7T, so the numbers don't add up. What I do know is that China used to own over $2T and now they hold less than half of that. And not too long ago foreign governments held ~35% of the national debt and now they hold less than 23%.

Which is to say that few find the US debt desirable and most have been cashing in.

And it is important to note that the majority of the holders are obligated to purchase the US debt. These are things like the social security, intergovernmental agencies, and pension funds. I have no idea what the allocations would be if there was no obligation to buy the US debt.
