The argument for property tax is that it is used for city services that have no tax revenue to patrol the streets, collect garbage, and maintain the local infrastructure.

These services are direct and immediate. And importantly, if I am unhappy with it, I can move to a different city/neighbourhood.

What services is the Federal government going to provide to that taxpayer for the wealth they want to tax? If I store it in a Swiss bank, will they stop taxing it?

The government is not saying that they will provide you with new services for the new money. They are not even able to articulate what services you are paying for. And they are not going to allow a way to opt out, not even if you move out of the US and take your assets with you.

Now I actually agree that the super rich have been getting a super good deal in the US and that is why the US has more of them than any other country. The operating environment here is very nurturing to them. But if you cannot articulate what you are going to do with the money and why that benefits the taxpayers, then you don't just have a marketing problem, you are also likely to be confused and mis-allocate the funds.

This articulation is not going to happen because it will reveal some ugly truths that will upset the apple cart.
