I think we agree. The person selling after 10 years now has access to her money and can pay a tax with the proceeds. The other will have to take it from somewhere else, raise prices, or something not good for the economy. Despite all the nonsense from the Left... I don't believe most of their "infrastructure" spending is good for the economy. If you want free education, then have private colleges fund the loans themselves and take payment out of jobs they train the students for... you will find a lot of underwater basket weaving degrees turn to plumbing certificates.
