But my point to you was the city hall budgets and provides services that are more or less proportionate to their usage.

And I pointed out that even property taxes disproportionately go to funding services, like courts for the wealthy, than is spent on schools or potholes for the working class. The wealthy pay property tax too, but it's a much smaller percentage of their assets.
