So I ask again, given your understanding of the problem, why would you think that giving the government a greater amount of rewards to distribute would fix the problem? They will just end up with more candy to give to those who will bribe them.

Americans need to find a way to fix the illness not the symptoms.

This is completely regardless of what else transpired to turn the effort into rewards. That infrastructure, to preserve that wealth from foriegn or domestic claims is probable the most expensive array of activities in this country.
