This is exactly the illusion and the scam of the US system:

People vote for whomever seems more likely to either:
Let them keep more of what THEY earn.Give them more of what someone else earns.


The real winners, those who have good lobbies in DC, do neither of these things. They pay to set rules that allows them make more money at the expense of others.

Like I said, the US system operates like a casino where some people are big winners but the majority are losers to varying degrees. But the true winners are the casino owners who set the rules of the game and nobody gets mad at them.
