Answer:

1) The leaks are most likely coming from the White House. It's a time-honored defense strategy to discredit the prosecution. The WH has known for some time what information Starr has gotten from Currie, so they leak it to make Starr look "partisan". Seems to have worked with you, has it not?

2) It's also a good media strategy - remember how the WH leaked damaging information that they knew the Thompson Committee had - just so that it did not drop dramatically like a bombshell during a hearing, ala Watergate. It helped to undermine interest in and public respect for the Thompson Committee.
