My guess in trying to answer my question is "poor leadership" from all parties involved.

Even today the message should be the truth... that, unless you are immunocompromised, the vaccines don't prevent you from catching and spreading COVID but they make the symptoms so minor that you don't know you have it or think you have a cold or small flu... rather than a severe to life threatening flu without the vaccine.

Instead, we get the NFL and school districts saying they will only test vaccinated players who show symptoms... so we're back to people going to work who are sick and contagious to keep the dollar printing NFL machine operating. That is fine if the public is told directly.
