Sure, he might have owed his bookie money, and the bookie wanted the tapes to blackmail Slicky into a cabinet position so he could dine at the federal trough. Or someone totally unrelated to Gary saw the same opportunity. Just two of many possible scenarios. The fact is, if Slick hadn't been carrying on with Flowers the opportunity for such a scenario wouldn't have presented itself. Period.
