There is nothing "illogical" (your word) about this statement. It has been demonstrated that smokers who switch to low-tar, low-nicotine cigarettes smoke more of them than they did of their old brand. Cigarettes made with tobacco that has a higher-than-normal nicotine content would be useful for workers who have only a limited numbers of breaks on which they can smoke. The companies will, however, always make a greater profit on low-tar, low-nicotine products.
