Departing load = Solar panels on a house and they don't use it all but must pay a 6.1% increase? Now that's an incentive. It appears they don't like the idea of grandfathering people. Go ahead make the investment and we'll make sure you don't pay it off as fast as originally understood. That sounds a bit like contractual fraud? BWDIK ? Bob
