Not necessarily. In an ongoing criminal investigation it may be better to turn the thugs, using the threat of prosecution, so they are working for you in trying to get the higher up's who are actually responsible for calling the shots. Much better to have a mole in place than to prosecute. Or it may just be an amazing string of coincidental events. Hopefully his final report submitted to congress will detail his efforts and conclusions on some of these incidents. We shall have to see.
