i believe the only refineries that can process heavy oil are on the west coast as they use alaska heavy oil. the other oil majors process light oil. most of the refineries have been closed due to environmental regulations. that is why so much is refined in south america etc. we import refined product vs crude. ny harbor prices on gasoline, heating oil etc.saudi oil is light oil and great for refining oils, lubricants etc.

of course it has been 30 years since i worked on any of this stuff. john
