My take is that Xi is under pressure to backpedal from his zero covid policies. Given the unrests and bank runs in China, he needs to reduce social pressures as much as he can. So the media is a building the public opinion to allow him save face and declare victory while doing that.

PS I am no demographics expert, but these numbers don't seem to add up.
