this has to have a 'qualifier'.
what is 'China public opinion normal' is a rubber stamp to proceed forward.
Chinese will piss or moan about 'something the now', but they don't complain Beijing.

20th National Congress of the Chinese Communist Party
will be held in Beijing in the second half of 2022; according to The Nikkei, which cited Hong Kong's Ming Pao, the congress will be in November. [1] 2,300 delegates will represent the Chinese Communist Party (CCP)'s estimated 90 million members. Preparations for the 20th National Congress began in 2021, and will end with a plenary session of the 19th Central Committee, a few days prior to the 20th National Congress. [2] In 2021, local and provincial party organizations began electing delegates to the congress as well as receiving and amending party documents. It will be followed by the 21st National Congress in 2027. [3]

The CCP Congress will endorse the membership list of the Central Commission for Discipline Inspection and will elect the Central Committee, which in turn will approve the members of the Political Bureau and its Standing Committee, the most powerful decision-making body. [4]

It is believed that either current Chinese leader Xi Jinping will be re-elected as the General Secretary of the Chinese Communist Party, or will be newly elected as the Chairman of the Chinese Communist Party, a title that has not been used since 1982, and the highest position held by Mao Zedong.
