Assuming that is the case, it still doesn't make sense for the governments to demolish them rather than finish them and give them to people who don't have homes - perhaps as some sort of auction or to appease those who've put in money and still don't have a home.

The RE news out of China is so odd as to make me believe we are missing a lot of context. For all I know, that video could have been made in 2008.
