I believe that requirements for a postal clerk is based on speaking English and breathing! A few years ago went to my local North Carolina Post Office substation to mail some packages to wife's family in Alaska. The PO clerk saw the Fairbanks, Alaska address and zip, and asked if Alaska was "a country or a province"?
