Two things are required: (1) Prep the public opinion to believe the lockdowns are no longer necessary so that his backpedalling will appear as responsible leadership to changes of the facts. He will have delivered the people from the grave danger and has fully vaccinated the population.

Not having the prior background on this and before reading your second point, I have to admit my first thought was not that you were talking about China. :)

I think a similar blueprint has been followed by most countries and their leaders. Sweden would be an obvious counterexample.
