I think there needs to be a new union paradigm. Unions shouldn't be tied to a particular industry or labor specialty. The unions should take over many of the HR functions, in particular pensions. The employee should be able to choose which union to use, and the pension or 401K or health savings account should be managed by this outside 'union' and portable to which job the employee happens to have.

Instead of strikes, in case of disputes, the courts would probably have to be involved.
