Who would build a new refinery when the government wants to put them out of business?

I haven't owned an energy stock since I believe 2009 when I sold XOM in the $80s and used the money to buy SPY. That SPY went up about 4x and XOM is up about equal with inflation or 25%.

I know a lot of people swear by dividend payers, but I prefer to grow my capital and pay my own dividends so I buy things with fewer headwinds.

They do make good trading stocks other than so many in CA would prefer they go bankrupt and some money managers won't buy for ESG constraints.

Again... IF Newsom in CA and Biden in DC REALLY wanted to help the working person, they would build a few refineries AND ask CA and other states to become energy neutral by drilling enough oil to be self sufficient...
