It doesn't make policy, but it destroys the reasoning behind their policy for not testifying. Let me splain it to you.

The WH argument/theory was that SS agents must have a code of silence concerning the prez's private life. The WH maintained that if that silence were to be breached then a Clintonian-type president would avoid the SS while pursuing mistresses and that would mean he would be unprotected and possibly in danger.

Since that code has been breached, Clinton-types obviously cannot and will not rely on silence in these matters. He will therefore avoid the SS when little willie commands.

So the whole WH argument why the agents must not testify is shot. And with it went the non-legal reason for not testifying.
