INTC down 18¢/0.69% currently in premarket with SPY up 0.22%.

I wrote in my NL this weekend that I'd like them to cut the dividend and buy back stock but going to the government for billions of dollars to build factories in the more expensive US doesn't sit well while paying large dividends or buying back stock. Maybe they'll use the money to reduce debt.

Maybe this is the "bad news" that causes the stock to rise?
