Hardly. Puppets need operating brain cells to pull the strings. Biden is a puppet and Powell did all he could to keep the job (he's a Republican you know who worked for Bush and was first appointed by Trump to replace Yellen) and block out some liberal hack who'd have monetized all the student debt by now AND proposed printing money to make blue state union pension funds whole. I think he played the game so well that Biden couldn't put in someone AOC, Bernie and "Pocahontas" wanted for the position and thought Biden owed them that sort of appointment.
