Good morning Bob,

We have the technology to make homes very efficient. The issue here is can the grid supply the power to replace natural gas and heating oil without prices going too high for most to afford or too low to keep increasing the needed the supply once ICE autos and yard tools are outlawed... so we could have home energy bills as variable (or more) as our semiconductor capital equipment stocks.

Here they are trying to figure out how to pay for hardening the grid against fires, earthquakes and floods. The power companies keep trying to include it in the rates they charge so the wealthy just get solar with batteries quicker and thus distribute the costs between the low income and middle class. The low income don't have to pay it via reduced rates so the middle class gets screwed again. One solution they are trying is charging a fixed amount for everyone based on income so even if you are 100% efficient with your own solar and sell the excess to PG&E, they'll still charge you $92 a month on the latest proposal.

Basically, like Obamacare that made insurance super expensive with far less coverage for us small businesses and retired early people because these rates had to cover all the poor were too sick to work that needed to be covered by law.
