You are no doubt correct. The New Deal was a demonstrable failure economics-wise. More people were unemployed than before FDR took over. Politically, however, it was a boon to demagogues. Remember FDR violated the Neutrality Acts and pushed Lend Lease through by corrupt means. I have talked to some who were there and knew that the attack on Pearl Harbor was coming. Many died for FDR's inability to rally Congress and the people.
