Hi Kirk, I never heard of adoption tests for animals.
My BROTHER in Napa who has owned many dogs that lived long lives failed the tests to adopt a boxer through some dog rescue agency. Something about the proposed trainer (an animal handler at Six Flags nearby) and other issues. Rather than appeal, he found one via private party where the owner had two and this one wasn't well socialized... so needed to be in a single dog family household. Crazy but I hear it is even wors to try and adopt "real kids".

The carpenter today told me about TWO places he's worked at in the hills here where the country made them get rid of water storage tanks! We're in a drought and my guess is they want the runoff from or roofs to go to the aquifer rather than our tanks... My guess is also the county was worried the guy with a 25,000 gallon tank was taking it from streams or wells...

They'll let you live in cars and RVs and ignore where the "human waste" ends up, while the occupants spend most extra money on cigarettes, alcohol and illegal drugs because it is easier to hassle water harvesters and doggie adopters. It will be VERY interesting to see how many votes Trump gets in California this time.
