Wood smoke causing cancer is well established science.
Your burning fears are a bit of over reaction IMO.

Here in Wisconsin our county gives us burning barrels in which we are required to burn cardboard and paper in them vs. bring them to the recycling center where they end up in land fills.
WI may be trying to reduce their pension obligations.

Seriously, here we get atmospheric inversions and almost no wind this time of year so the smoke gets stuck in the Silicon VALLEY where it can get quite concentrated and visible.

It is also a problem in the LA Basin and I believe Denver, Colorado.

In the Central VALLEY of California, the smoke from burning rice fields after harvest can get really bad. It was so bad for some with breathing issues, my recently deceased cousin moved out of the valley to the Sierra Foothills where he was out of the smoke so his allergies were much better.

Sort of like in Florida they can burn all the coal they want because they don't have any mountains to trap it (where their lungs can filter it) so all the coal smoke blows over to Europe.
