I don't know what your definition of "told" is, but I recall getting told by the city to not hire workers off the streets or from the front of Home Depot but to use the worker center instead. It probably came in the form of a story in the local paper that expressed what the city councils wanted.

It is CERTAINLY encouraging hiring illegal aliens as Mountain View is not a sanctuary city so the immigration enforcers COULD go in, arrest everyone and deport them.

Also it IS relevant since YOU wrote
#1 It is unconscionable to promote hiring illegal immigrants.
and the city of Mtn View leasing the land for the center through 2030 IS promoting it or at least condoning it just as leasing a building to the fictional "Mountain View Meth Lab & Distribution Center" would be promoting and condoning those activities if it were to happen.
