Small businesses here are struggling with all the crime and high cost of labor already. They need something simple and easy to use. I'd be all for a national ID card with a fingerprint or iris scan to show who you are and national laws that say everyone you hire has to submit to a fingerprint or eye scan via a smart phone if the government would enforce our immigration laws and deport new arrivals. We could use that for all jobs from Task Rabbit to the Uber driver that you hire... that is the phone ap would tell the government what you paid and to whom. That would still leave cash as a way to avoid it. My buddy who goes to India regularly to visit family claims a magical transformation to the better now that they've eliminated cash payments mostly and use cheap mobile phone aps for all payments that take 10% for taxes to the government. Now the government there has enough money to actually hire and pay quality people. Like me, he hates excess taxation but says this total amount that is just over what we pay in CA for sales tax, is working for the whole country there.
