The answer is... two!

Yes, a complete revolution of the quarter will be equal to its circumference. Yes, the circumference of each quarter is identical. So, yes, the intuitive answer is of course yours: one revolution. However...

The part that’s not intuitive is that it’s actually the center of the quarter that is in rotation—the center being a distance further away from the edge. Therefore, the revolving quarter needs to actually travel further than just the circumference of the edge of the stationary quarter. Basically, it needs to travel one more revolution than you’d otherwise expect to make up for this discrepancy. It’s a variation of the famous SAT question even the authors got wrong!

You can easily verify this by taking out two identical coins, or even pies, and seeing for yourself!
