Lots of lines and labels, but I’m not familiar with this “three step dance” upgrade of the EW principle.

He thinks that we were due for a 4th of a small degree - and it’s likely over. His target for the 5th seems based on drawing a line through 2 & 4 lows - and then, drawing a parallel line through the top of the putative 3rd. Sometimes it works.
