AA degrees at 2-yr colleges in California were nearly free back in 1975 when I graduated high school. The closest to my town was "College of San Mateo" or "CSM" which we nicknamed "College of Small Minds" because about half enrolled where high school graduates that were told "get a job and pay rent here or at your own place...or go to college." Others used them as a way to get the first two years of University of California credits with straight As (competition was easy) then get a guaranteed transfer to a 4-yr UC school. I had friends that did both.

Student loans for cushy dorm rooms and worthless classes at 4-yr schools was mostly an extension but paid for with federally guaranteed loans set up by crooks and idiots. If ANYONE had a clue, they would require the schools to underwrite the loans so if they issued a worthless education, they'd suffer the default. Taxpayers got what we should expect... screwed by underachievers.
