Can't cut taxes when it creates a deficit? Gotta cut spending A balanced budget law or policy doesn't make sense if there is no room to tailor it for the cause of the deficit, which is different in every case. Cutting taxes when the economy is good is similar to stock buybacks when the share price is at a high. Only the insiders benefit.
