I don't remember Clinton raising the capital gains tax in 2000. In fact, he lowered the top rate from 29% to 21% in 1998.

Bush II took it lower, down to 15% then Obama needed to pay for Obamacare so he raised it to 25%.

I agree it makes a ton of sense for us in the middle income brackets that are semiretired to book some taxes before the TCJA rates expire.
