That is probably the biggest reason I am in favor of some sort of small transaction tax to fund the SEC and perhaps pay down debt. I think all these HF traders are stealing return from actual long-term investors. A penny for every 10 shares or something transaction tax would be like putting a resistor (small loss to heat) in a feedback loop. It would probably put many out of business or at least force them to find a more productive use for their math skills than stealing Femto pennies per share per transaction from real investors.
