Perhaps, but that causes difficulties when you try to allocate matters based on a % business to % public ratio, keep it fair and keep the true business subscribers honest.

A very similar problem exists in the telcos bringing higher bandwidth to the home. Regulatory matters make it difficult for them to charge those desiring such service a sufficient amount to pay for the upgrades necessary and the costs can't be spread to the entire general subscriber base either.
