I was working on secret projects for the military in the late 1970s and early 1980s. Arpanet was one of those projects. along with GPS and a few that are still secret. I remember when Gore's idea of releasing these secrets for the public. We had to write papers on the pro-and-con of each technology and the dangers of the secret getting out versus the benefits. The internet was not pushed through on a whim.

I always thought the loss of "net neutrality" was the biggest blow to the internet's robustness. Arpanet was designed to have it's channels blasted apart and by stringing together a few new connections it could reestablish itself. Now all the gatekeepers want to tightly control who might connect some streaming service or website. Knock out a node or two today and the whole scheme comes to a stop.
