Duncan, I often wonder how historians will judge Reagans impact on the decline of the Soviet Empire. Perhaps they will argue that the Soviet System collapsed more from internal rather than external forces. Remember, the arms race had been going on long before Reagan became President. It will be an interesting read in about ten or so years.

Oh and just out of curiosity, was it the Reagan administration or the Bush administration that allowed all those deadly anthrax cultures to be sold to Iraq?
