Federal law makes it a crime for someone "by any threatening

of a grand jury, a prosecutor or certain other officials.<

Everything else in this article is spin put out by Clintonistas to obscure the very clear reason why Starr did and should have Blumenthal subpoenaed. Starr isn't after anyone for telling unpleasant truths but is after anyone spreading lies about his staff in an effort to intimidate them.
