Example: MN legislature this year passed an "anti-hazing" law. It was inspired by the case of a high school girl who was assaulted and battered during a hazing ritual that got out of hand. So now this already illegal activity is really really illegal this time we mean it. This hazing thing has been going on harmlessly for years and years but just started turning nasty in the last couple of years. How do we react to it? Pass a new law.
