Starr appears to be willing to offer limited immunity to pretty much anyone. Having it isn't considered desirable: all it means is that you have to answer everything you're asked, but they can still prosecuted you for some things, if they want. That's the reason for Monica's displeasure: she wanted full immunity and he wouldn't give it to her because, it seems, she wouldn't say that Clinton had told her to lie about their relationship.

I doubt whether this report, true or not, has anything to do with Jordan at all. My understanding is that they can force you to accept limited immunity, as they did with Lewinsky's mother.
