Dick Morris, who was once President Clinton's closest political adviser, is now calling for a congressional investigation into whether Mr. Clinton uses private eyes as "secret police" to discredit political enemies. Mr. Morris, who counted himself among Mr. Clinton's "crisis Cabinet" less than six weeks ago, now has completely broken with his former boss over the Monica Lewinsky scandal. He is denouncing Mr. Clinton for employing private eyes such as Jack Palladino and Terry F. Lenzner, chairman of Investigative Group International. "Once, presidents had the FBI, IRS and CIA to do their dirty work by investigating political opponents," Mr. Morris says in a column scheduled for publication today in the Hill, a political newspaper. "No more. Like the vogue of the moment, investigation has been privatized. Now, it seems, Bill Clinton has Terry Lenzner, Jack Palladino and a rag-tag band of private eyes acting as secret police -- without public accountability." Mr. Morris resigned from the Clinton administration in 1996 over his own sex scandal but remained an unofficial adviser to the president until last month, when he publicly suggested Hillary Rodham Clinton might be a lesbian. Mr. Clinton vowed to never again speak to Mr. Morris, who now suspects his own sexcapades were exposed by the same Clinton gumshoes -- working with rival presidential aides --now trying to discredit independent counsel Kenneth W.
