To be released in an article tomorrow in the NJ.

Taylor personally says that the window for Congressional action will close by about May 15th.

Michael Kelly: Starr Delivers in 4 to 8 Weeks

STARR: ALL THE EVIDENCE HE NEEDS?

National Journal's Kelly reports that ind. counsel Kenneth Starr plans to deliver to Congress "within four to eight weeks" a report "detailing evidence of impeachable offenses" such as perjury and obstruction of justice by Pres. Clinton. This "does not depend" on Starr's gaining testimony from Monica Lewinsky "that directly contradicts" the sworn testimony that Clinton reportedly gave in his deposition to Paula Jones' attys. Nor "does it depend on gaining testimony from Clinton himself or on immediately resolving issues of executive privilege." Starr "quite conceivably" could file a report "based on testimony to date, circumstantial evidence and the Lewinsky tapes -- while simultaneously proceeding in court with the claims for immunity and privilege raised by lawyers for Lewinsky and Clinton." Starr could also "proceed with legal action against Lewinsky, charging her with obstruction of justice or perjury and thereby, in classic prosecutorial fashion," encourage her to "testify against Clinton" (3/14 issue).
