The story as reported suggests that Willey sent Isikoff to Steele. Otherwise how would he have known about her? To suppose that Steele is lying means that we must imagine the White House somehow knew Isikoff planned to interview her, and got to her earlier. On the face of it, at least, this seems rather improbable.
