That's what govt says. More likely they want to prevent cash outflow or tax evasion. Governments seem to feel that what you earn is theirs, so that we feel thankful if they let us keep a little more of it. That's why I favor a sales tax. Let the rich pay when they buy those expensive homes, cars, jewels, etc. But we'll never see pols willingly relinquish their hold on our money; tax revenue is the lifeblood of government and the tax law is the mechanism through which they repay favors and financial support.
