Here it really is an anti-Mafia (and anti-corruption) measure, and a necessary one. In the past you could move around enormous amounts (unless you took 'em out of the country, which you could also do, but it was illegal) without anyone being the wiser. We still have extremely tight bank secrecy laws.

When the Italian government wants to take your money, they just do it. The most infamous case of this occurred about five years ago. On, let's say, July fifth (I don't remember the exact date) they announced that everyone's checking accounts had been retroactively taxed 7%, according to balance as of the first of July. The extra bonus, of course, was that money in transit that day was taxed twice.

Yes, there was outrage, but nobody actually tried to do anything about it.
