I'm not sure I'd define the discounts as substantial. Rates of 10 cents a minute and less are far less than even the best of negotiated credit card rates available for standard dial-up services (remember we are talking remote dialing from random locations like a hotel room not bulk rates from a single business location)

I can't see the major carriers giving away what they could sell for more In a monopoly you are right but the telephone business is no longer a monopoly. The newer players like Worldcom or Quest are putting in substantial amounts of capacity and will fill their pipes any way they can.
